Create group policy object for Terminal Server

I have added a member server to our SBS 2003 network which will be a
terminal server.  In ADUC I made a Termina Server OU and used 'move'
to place my TS in the new OU.  Now I want to create a new GP object.
Do I use the Action item, 'create and link a GPO here..."

Yes.  A couple of quick tips if you are new to group policy:  create separate
GPOs for different purposes.  This facilitates disabling one if you have an
issue, without effecting the others.  And, name them with descriptive names.
For example, I would have something like "Acme Internet Explorer Policy" and
find, and if you mess up IE you do not have to turn off your Office settings
while you fix it.  Please post back if you have questions.
