Windows Server - GPO's settings not replicating "system cannot find the file specif

We have 2 different sites, A and B.
I have created a GPO in A site (GPMC was connected to a DC that was in site A).
Then in ADSS, I have forced replication.
When I changed the DC to a one in site B, I could see the GPO but the
settings were empty.  When I clicked on the GPO under the "Group Policy
Objects", I got "The system cannot find the file specified".

I have checked the sysvol folder on the DC in site A and it is there but on the
DC in site B, it was not present.
I did not see any errors in the event viewer on the DCs in their sites.
The permissions seemed to be correct on the sysvol folder.

Any ideas?

I can see the GPO settings and I no longer get the "The system cannot find
the file specified".
The current replication schedule is left at default which is 180 minutes.
But I wonder why forcing the replication in ADSS does not do the trick?
Earlier, when I forced replication between sites, I could see the GPO but
not the settings...

So is "repadmin /syncall" different than "replicate now" in ADSS?

When I did "replicate now" in ADSS, it still did not replicate the GPO in
sysvol folder although I could see the GPO in GPMC and got "the system cannot
find the file" when I clicked on it under the group policy objects.
