Windows Server - DC with "Windows cannot obtain the domain controller name for your computer network"

we had a power outage twice and this is the result.
the main domain controller is broken.
ERROR[/B]:
-WINDOWS CANNOT OBTAIN THE DOMAIN CONTROLLER NAME FOR YOUR COMPUTER
NETWORK. (THE SPECIFIED DOMAIN EITHER DOES NOT EXIST OR COULD NOT BE
CONTACTED. ). GROUP POLICY PROCESSING ABORTED. -
*THE SECOND DOMAIN CONTROLLER IS GIVING THE SAME ERROR*.
BOTH ARE UP AND WORK, BUT REMOTE DESKTOP DOESNT WORK (BECAUSE AD IS
BROKEN TOO), AND MAPPED DRIVE TO CLIENT WORKSTATIONS ONLY WORK IF I
MANUALLY ENTER MY ADMIN CREDENTIALS.
