Windows Server - Disable the language bar via GPO

Is there a way to disable the language bar via Group Policy?  Not just
prevent changes, but actually get rid of it?  I do not want it running within
Terminal Server sessions.

You can also wipe it by unregistering the DLL - a quick google lookup
brought:
Regsvr32.exe /u msutb.dll
for it. I didn't test that myself so I'd first use that on a test machine.
