how to import vista group policy (.admx) template into windows server 2003
SP2 which read only adm.

You can manage them only from Vista or server 2008, check here:

Win 2k3 x64 clients self update failing - Cannot register wucltui. Windows Server About 33 of 150 machines on this domain seem to have corrupt WUA installs which to fail while registering wucltui.dll (and thus these clients are not reporting to WSUS server and not receiving updates) Attempting to re / install the WUA (WindowsUpdateAgent2 / 30-x64.exe) both have a feeling that a necessary client side update was not installed before the WSUS server was upgraded to 3.0 (and cannot find a list of WSUS 3.0 client requirements) I have upgraded the WSUS server to 3.1, but it also did not resolve the clients WUA issue.
