Windows Server - Web sites won't start and can't access adapter properties

We have a Win2K server that will not open adapter properties and hardware
manager or start the web sites (even though IIS is started) with a normal
startup. We receive an IPSec error "unable to allocate required resources"
and "RPC server is not available" in the event viewer. However, in safe mode
we can access the network adapter, so we have uninstalled/reinstalled
networking, removed the adapter and reinstalled the adapter, ran chkdisk, and
uninstalled AV. However, we still cannot get the web sites to start up or make
any connections to the server. We do have connectivity of sorts, as we can
ping and telnet to ports from the command prompt on the server. We're at a
loss and would appreciate any ideas. Thanks
