Windows Server - How can I protect a PC running Vista?

Hello. I would like to protect a PC running Vista. When I say
on the machine, and generally speaking, to stop them causing havoc on
it. Is there a way I can do this?
Also, following on from the above, I need to be able to record
keystrokes on the PC, to see how that person is trying to cause havoc
on the PC. Can anyone recommend a piece of software that can do this
please? Thanks.
Finally, what software can I buy that will prevent the user from
accessing inappropriate and potentially harmful online websites? I
want to stop the user from downloading potentially harmful software,
and visiting inappropriate websites.
Thanks a lot for any advice.
PS - if all of the above can be more easily achieved on Windows 7, I
would consider upgrading. Thanks.

How is it set up now, one user with administrative privileges? If the
user were logging on as a limited user, he or she could only delete his
or her own files and those allowed by group policy.
Are you at all familiar with the use of limited accounts? That, and
parental controls (for your browser issues) are part of Vista and Win 7.

Yes that is correct, one user with admin privileges. I could not see
an option to create a "limited user". I could see an option to create
a "standard user". Is that the same thing? Also, I could not see an
option to adjust "group policies". I could see an option to adjust
parental controls. I could not see an option for "key logging" - I
guess that requires a "3rd party" application. It might not be
needed, if I can get the PC secured using some kind of "limited user"
account.
I tried creating a "standard user", and then attempted to delete a
file. It would not let me, so that is good news. I think I have probably
solved most of the things I want to do, with the "standard user" set
up. Thanks a lot.

Yes. The standard user does not, or I should say 'should not by design',
have the ability to to make changes that affect others or the system itself.
Is this Vista Home Edition?
I have not used them myself, but I am sure there is some information about
how to use them online.

That edition is not built to be controlled by group policy, so you do not
need to be concerned about settings for it not being there.
