Windows Server - Defender Setup Fails

I am rebuilding a PC from scratch with Windows XP SP3 (all udpates applied)
and when I install Windows Defender, it says that the service failed to
start. the logon I am using is a domain admin and this PC has joined the
domain. the event lof has an error from MsiInstaller of 1920 (event=11920). I
cannot find any information on TechNet about this problem. Any ideas?

If I do not respond immediately, it is becuase my reply notifications are not
working.

Why?  Did you format the HDD prior to reinstalling Windows?

What anti-virus application or security suite is installed and is your
subscription current?  What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?  Were any of these applications running
in the background when you installed any WinXP Service Packs?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it and which would have been reinstall, but invalid, when you reinstalled
Windows)?

the PC is being moved to another person and our standrad is to format the
hard drive and re-install the PC from scratch. Eveything was normal up to
this part.

We are running symantec endpoint protection and it was not active when the
service pack was applied. there was no eval SW of any kind on the PC after I
formatted the drive. I was building a standard PC for our operation and this
has not happened before.

I also tried loggin in as the administrator and the setup still failed.

I finally resolved the problem.  I removed endpoint Protection and it
installed just fine.  Thanks for making me think about AV stuff.

Actually end point protection is installed, but I ended up un-installing
defender because the two are not compatible and endpoint claims to do malware
checking in a manner similar to defender. I still run other malware detecting
programs from time to time as no one program can find them all.
