IEThrottle works, but it is a workaround that will degrade the user's
experience almost to the same extent that they are experiencing now, although
the instantaneous load on the server will be lightened. But do not shy away
from IEThrottle just because it is an add-on.
Alternatively, you could experiment with Firefox. There is an add-on called
pages that insist on being viewed with IE. But even though I have both
browsers running at this very minute and I will probably never completely
abandon IE, I do not have nearly as many problems with Firefox, and it is
becoming my new workhorse. I switched to Firefox after years of resistance
and only out of frustration. it is worth consideration.
However, the best suggestion that I can give you is to get another Terminal
Server box. It sounds like you are outgrowing this one. With 10-15 users
logged in and using IE and heaven-only-knows-what-else, this problem should
be expected.
And do not forget: Terminal Servers should be powerhouses. Tell the
accounting department that you cannot skrimp on processor cores, speed, and
memory, or users' productivity will suffer the way it is being degraded now.
