Windows Server - Domain name blocking set problem

I am trying to create a list of domain names to block. facebook.com
myspace.com etc. I have my last policy to allow all outbound traffic and
then place the domain name set in the excpetion category under the "TO" tab.
As soon as the configuration is updated the ISA server will not allow any
traffic to any location. The ISA server can not ping to any location on the
internal network, nor can it be pinged or accessed from any computer on the
network.
If I remove the domain name set as soon as the configuration is updated all
traffic starts to flow again.
Any thought or help are much appreciated.

Hi,
OK, but your last policy should not allow all traffic, only required traffic
