Bandwidth limitation

Hi,

I want to limit a few users to a fixed bandwidth (for example 200 Kbps) on
ISA 2004. I want to do this for 8-10 user only. So how can I accomplish this
limitation
without buying any softwares?

You will need a 3rd party app to control the bandwidth.
